Home care startup consulting for Arizona and beyond.
Arizona does not offer one universal license called a nonmedical home care agency license. The right classification depends on the exact service and payer, and that decision shapes everything else.

Start with classification
A private pay companion or homemaker business is different from a home health agency, an AHCCCS attendant care provider, a DDD Qualified Vendor or a licensed facility. We put your scope in writing before you market a single service.
- Companionship and homemaker services can often launch first on private pay.
- Personal care such as bathing and toileting carries stricter payer, training and supervision rules.
- Nursing, therapy and skilled services can trigger ADHS home health licensing and Medicare certification.
Choose the payer strategy deliberately
Medicare generally does not pay for long-term custodial care or ordinary nonmedical support. Arizona Medicaid is AHCCCS, and participation means the correct provider type, APEP enrollment, managed care contracts, service authorization, Electronic Visit Verification and payer-specific billing. Most agencies validate private pay first and build the AHCCCS or ALTCS pathway as a separate project.
Build the operating foundation in order
Entity and statutory agent, EIN and operating agreement, business bank account and bookkeeping, local approvals for your address, insurance matched to your services, then licensing, enrollment and contracting. An LLC protects a name; it does not authorize care.

Questions founders ask
Do I need a license for a companion care agency in Arizona?
It depends on the services, population and payer. We obtain written clarification before you market personal care, respite, attendant care or Medicaid-funded services.
Can a home care agency bill Medicare?
Ordinary nonmedical home care is generally not a Medicare benefit. Skilled home health is a different, Medicare-certified model.
